The party bosses control 81% of the Republican delegates to the Republican Presidential Convention. They decide whose name goes on the Republican ballot. It doesn’t matter at all who the Republican voters pick because only “Fourteen (14) of the Commonwealth’s 71 delegates to the Republican National Convention are bound for the 1st ballot to the candidate who receives the most votes in the Pennsylvania Presidential Primary. The delegates are released if the candidate withdraws, suspends, or terminates his/her campaign or publicly releases his/her delegates. [Rule 8.3].”

What does that mean? It means the bosses can put whoever they decide to put on the ballot for President in November. Your vote doesn’t count.

Suppose the party puts Jeb Bush’s name on the Republican ballot for president in November even though Jeb doesn’t even run in PA. .
