There’s no such thing as a pilots license. A pilot passes a flight test, a medical test and a written test and is given a certificate that explains the level of proficiency attained.
Flying is difficult. It’s not for everybody but for those who fly they love it so much that taking tests is overlooked. The levels of proficiency become progressively more difficult but the common sense of a pilot causes increases in training that build proficiency at the various levels. Private pilots don’t fly when the weather is bad because they know they cannot fly based just on the little instruments on the panel. Landing anywhere except on a runway can be fatal. If the runway is obscured by fog it requires more skill to land than a private pilot possesses. Heavier and faster aircraft demand more and more knowledge and skill. very few pilots become instrument rated because of the difficulty. If you want to get started flying call the local airport and buy an hours flying time with an instructor. If it appeals to you buy another hour and keep at it. You may end up becoming a pilot and buying an airplane. Your life will become much more interesting.
