What is to be done?

When circulation tanks advertising isn’t as effective. Businesses cut ad sizes, ad frequency and run smaller, less expensive but less effective ads. It’s a spiral down that means even fewer readers. Local reporting drops which continues the lower reader interest which leads to less circulation.
