Otherwise the idea of a trial by a jury of one’s peers has no meaning… Otherwise, for example, the trial of an American citizen for a violation of American law by a judge in India and by a prosecutor in India would only require the jury be from Central Bucks County. That shows how correct it is that both the prosecutor and the judge be local to Bucks County.
