She claims she’s a Doctor but neither a medical doctor nor a doctor of science. She took numerous courses in teaching, enough to claim a Ed.D. that supposedly stands for Education Doctor but the weight of such a degree and hence the weight of the claim to the doctorate it covers is very, very light.

A wise observation from T.S. Eliot’s mid-20th-century compendium of essays published as Notes Toward the Definition of Culture puts this point better than I could:

[W]hether education can foster and improve culture or not, it can surely adulterate and degrade it.

In the case of Jill Biden, because her so-called thesis is really lacking in any serious science about education, involving as it does mere collections of various data regarding a mash-up of opinions of people Jill interviewed it has adulterated and degraded it. Substantive it is not.
