He was high as a kite when he died lying on the ground with three or four men holding and kneeling on him. No man can live when they cannot breathe and Floyd George said: “I Can’t Breathe”. In defense of the police it’s difficult to moderate the amount of force used on another individual. The officer is using parts of his or her body to control a resisting individual. Human muscles aren’t that finely controllable when a lot of force is being used, especially when the force is being used to control someone who is using almost or probably all of their force to escape.
On the side of the victim, all of the prior experience of the officer goes into the use of force against a resistor and if the officer has had a lot of prior occasions where a lot of force was necessary to subdue a perpetrator it will be even harder for the officer to use “just as much force as necessary” because the officer will protect him or herself first, using whatever force is available and then using even more force to subdue the perpetrator. That’s a lot of force and control for an officer to moderate. generally, it’s an on/off situation rather different than using say a gas pedal to drive a car where the amount of control is exquisite compared to the moderation of all of the human force that’s needed. One can say that’s what’s expected from an officer and they are trained in that manner but the normal state of a person is far different than the highly agitated state the person finds themselves in. Hard to judge and hard to control but necessary to do their job.
