Just as Free Speech has regulations; you can’t yell “FIRE” in a crowded theatre because speech that is dangerous and false is not protected, as opposed to speech that is dangerous but also true. A bomb threat is not protected speech because it is speech to cause a riot…. Hate Speech is forbidden…
