Through their Russian contacts, a bullshit story of Republican collusion was written by Glenn Simpson of Fusion GPS as described in an article by him, no less, and when the time came they would insert the name and tweak the facts and produce a white paper (dossier) so it could be presented like serious intelligence document. At one time it was aimed at McCain, but he lost so it was used for someone else, McCain participated in the passing of information and injecting it into the public square.
