The Fire Department was supposed to buy a new fire truck with ladders for $750,000.00 in 2010 but didn’t.

The Fire Truck is in the budget again for 2011.

But the spending in 2010 was “on budget” meaning the money was spent, otherwise it should have been $750,000 underspent, right? So they either spent the money but didn’t buy the truck or made a “mistake” telling the citizens they were “on-budget.

Is that the famous conundrum about the difference between theft and lying? Here’s the problem. There’s no penalty for either one in Northampton government.
