Was he a danger to others in his condition? We have no information on that. Two hydrocodone pills were found in his pocket but he refused a urine test so we don’t know if he was on medication. Even if he was on medication the effect of the medication is the issue. Pain medicine relieves pain and the side effects of pain medication vary widely from very little side effect to major side effects. Tiger’s condition was described by some of the law enforcement officers on the scene but proving he was in no condition to drive is very difficult. He was in a rollover accident which has side effects. He had two opiod pills in his possession whcih means he did not take them. Did he take other drugs before the accident? We don’t know. What we do know is he is very fortunate that he wasn’t injured or that he didn’t injure anyone else. We may never know the relevent facts.
