As a pilot who first flew in 1971 with loads of time as Pilot in Command I know a thing or two about flying. In my opinion. there are two pilots and two co-pilots in addition to one or more controllers in the tower at fault for a collision at LaGuardia. One aircraft was landing and was just about on the ground when it’s wing hit the front of the fuseloge of an aircraft on the taxiway about to use the runway. The waiting aircraft should have seen the approaching aircraft and should not have taxied into position where it was struck by the wing of the landing aircraft. The landing aircraft should never have flown the aircraft into the path of the other aircraft. Both pilots were firmly in control of their aircraft so they each bear responsibility for the collision. Although the responsibility of the controllers on the ground in this incident has yet to be determined it’s clear that the landing aircraft should not have been cleared to land as it’s path was obstructed by the aircraft on the ground.
