Is a company forced to hire people in the order they apply for a job? No.. Not a definite no but a negative response because an employer is free to hire whomsoever they want, right? Suppose for example that a baker applies to be a welder when they know they do not know how to weld. Must an employer hire the baker when a welder is needed? Of course not. What about hiring someone smart when an applicant is not smart? What about hiring a person of color when they want a person not of color? Oh.. Wait… Individuals have an immense amount of capability so why not hire anyone and just train they to do the job? Because they may not be capable of learning the job. Or they may not be able to learn the new skills fast enough. Or because the employer doesn’t want to pay someone who cannot do the job when they can just as easily pay someone who can do the job. All of this assumes a Capitalist System where individuals are free to decide what they want to do as long as it doesn’t infringe on a Right of another. If instead an employer can be forced to hire and pay whomsoever the government requires them to hire and pay then the Ethical and Political system in effect is Fascism which is characterized by a dictatorial government/society. America is not that.
