How hard is this diplomacy stuff? The person who pays more will get the worker to listen to them. This is such an easy solution that it’s a surprise no one else has thought of it but here it is for the first time. Is it a bribe? No more than wages are bribes for people to do something that someone else wants them to do… Like cut the grass or get on the train out of Ukraine. If a Russian Military person is paid more to leave Crimea than to stay they will leave especially if there are planes, trains and boats to get on and especially if the trains, planes and boats are free.
