Diverse means lots of separate cultures living in ghetto’s separated by different cultures. English never was the only language used in America, just as it isn’t the most used language in Miami today.
Spanish speakers came to Miami 40 – 50 years ago. Some couldn’t learn English but they stayed. Some Miami residents couldn’t learn Spanish so they left. All that proves diversity didn’t work in Miami. It’s not anyone’s fault that Diversity didn’t work but it’s the fault of those who promoted a wrong program.
