They were far too afraid to move and stood rooted in the same spot during the earthquake and were therefore and thereby unable to enter stores and loot them. Looting was down. Same for shootings which were down severely for the 30 or so seconds of the earthquake as potential shooters were transfixed and unable to bring their firearms into position. The danger returned almost immediately after the earthquake. Some store owners were contemplating the installation of building shakers to help bring down the crime rates.
