They are perplexed because of the magnitude of the numbers. Anything over 10 for example requires removing shoes and socks for access to the toes of the counting person. Anything over 20 requires two people so enough fingers and toes are available. A million votes needs 50,000 people to do the counting and that’s why it’s taking so long to count the votes in Pennsylvania where there is a severe shortage of people who are competant in math.
