A grand jury cannot convict anyone. They can merely agree with the prosecutor or refuse to agree with him.  They cannot make any other recommendations. The charges from a Grand Jury are just words.. Blather. There is no opponent in a Grand Jury. No one opposes the prosecutor. It’s not like the Grand Jury can actually find someone guilty. There is no such thing as guilt or innocence to a Grand Jury. They either agree to charge or they do not agree to charge. They cannot find anyone innocent.
