Some dead people have voted. For example Joe Frazier voted in Philly in the last two elections even though Joe passed away in 2011.

Death is no reason to ignore your patriotic duty and Frazier is not going to ignore that. Frazier didn’t use an envelope but many people use an envelope to mail in their ballot so why not count every scrap of paper to make sure all votes count? Count each piece of paper at least once if not twice. That’s an old Philadelphia custom.
