There are debates aplenty that ex-president Obama can lose his previous title of President Of the United States. Likewise there are debates that it’s impossible to change what happened, viz., he was the POTUS. Once an event is past it cannot be changed.

But there is always a future. The title is man-made, not divine. What was made by man is within the control of man although some things can never be reversed.

The title and the office of POTUS can be removed. The elections happened. They cannot be undone but the results of the elections can be.

Suppose something previously unknown becomes known? Something hidden is reveled. All previous conclusions are off the table.

How is the title President Of The United States removed from a past president? Does it take an act of congress? Can a federal judge do it? Can it be done by a presidential order? Yes, yes and yes but it’s not so simple. A grievous act or set of acts would have to be reveled, argued, considered and judged. The conclusions of important matters, for example, the judgments of the Nuremberg trials of some of the NAZI leaders was never done before but the procedures to make certain the outcomes were done in accord with civilized people and principles made it certain that even though nothing similar had been done before, it was done then.
Stripping a title is not nearly as consequential an act as condemning the former NAZI officials to death. It can be done.
The question is should it be done? What grounds, what reasons would give rise to taking away the title from ex-president Obama?

Suppose he betrayed America? Suppose he committed capital murder? Suppose lots of things. The imagination can conjure many reasons that would be acceptable to millions but on the other side of the argument millions would disagree. The point here is to ask the question. An answer, either answer is just a sequence of words. The question however has been asked.
