It’s an idea derived from Magna Carta signed in the year 1215, over 800 years ago and carried to America by the English settlers. It was “a grand and fundamental principle of the constitution that no freeman should be subject to any tax to which he had not given his own consent, in person, or by proxy.” See: p28 (HERE) American law is based upon English Law. The Great Charter has the effect of Law in America since it has never been withdrawn or repealed.
