While “FREEDOM OF SPEECH” and “THE RIGHT OF FREE SPEECH” is respected around the world in all cultures there are serious limitations to what you can say in everyplace. You can even be prosecuted and get a desth sentence for saying certain things but not in everyplace. For example you cannot talk about overthrowing a government because that’s the crime of SEDITION.
