It depends on what is being made in America. Just as America has advantages compared to some other countries, so do some other countries have advantages compared to America. Aluminun for example is made from bauxite which is not economically viable to make in America. So America must import bauxite. Ditto for grapite, manganese, gallium, indium and arsenic. Automobiles, for example require several thousand parts. Some can be and are made in America. Other parts are far less expensive to Americans when they are made in other countries. Foreign countries!

Some countries are rather honest about tariff’s and duties. Others cheat by charging more, often much more than the comodity required. this is done to raise revenue for a government. That government does not have to collect taxes from local citizens since it has collected money from foreign nations. It’s called a dirty tax. If it’s on currency it’s called a dirty float. Enemies of America engage in penalty tariffs, duties and fees against America.
