Looks like the answer must be: “It Depends”. Iran is ruled by a Theocracy, a Religion-Based Government that is far different than America where there is a ridgedly enforced separation of Theocracy from the government even thugh most American’s are religious. American’s pray before most important government gatherings. They often use religious leaders to lead the prayer or prayers.
It is important that American’s be free to do that and to make sure of it the ruling document, the Federal Constitution provides a “Hands-Off Religion” clause called the First Amendment which reads in relavant part: “Congress shall make no law regarding the establishment of religion. Iran has no such thing. In addition the government of Iran is ruled by their religious leaders, the Iman’s, the Ayatollah’s and the Mullah’s.
