You cannot yell FIRE! in a crowded theater when there is no fire because of the danger that the speech will provoke panic or violence.
We know that not everyone is evil but some people are. We know that most people are good but some people are not good. We know that people make mistakes. We know that judgment is not perfect. We know that sometimes there really is a fire and those who yell FIRE! are warning people and helping prevent injuries or death. So,… You can yell FIRE when there is a fire. You cannot yell fire when there is no fire and you can yell FIRE! when there is smoke. What you cannot do is create a panic or cause injuries when there is no fire. In all events you must be careful what you say because words can have consequences that may not be good.
