Immigrants want more money so they go to places where they can earn it. Keep immigrants in their home countries by increasing industialization in those countries. Workfare instead of Welfare. See how easy this is?
How to increase jobs is the second question. The first is: how can manufacturing be increased South of the Southern border of America? Don’t go all in and try to make cars or aircraft. Start by making kitchen equipment or plumbing equipment which everyone needs. Make radiators for cars because radiators are labor intensive. Make shirts for men and women. Small parts for cars and for the home where investment is small but the need for people to sell what’s made is another source of jobs. Put enough jobs south of the border and more people will stay put and make some money.
