Biden was mad at something. Either that or his normal demeanor is to be mad while delivering a speech. He certainly rehearsed and rehearsed his speech.
FULL DISCLOSURE: i DO NOT LIKE HIM.. Sorry for you if you do not agree but to me his speech was simle pandering. He’s done almost nothing his entire life and he proved it to my satisfaction at the speech.
