Holding the bullets means having a gun depends on two parties. GAZPROM, the Russian pipeline to supply gas to Germany is essentially a large pipe that runs through Ukraine. Pipes can leak. Pipes can be tapped and a bit of gas siphoned off. They can even explode. The pipe through Ukraine can be turned against Russia if Russia gets out of control.
