The votes need to be correctly, truthfully counted and the vote count in each jurisdiction in each state needs to be certified and if Biden wins he cannot be president until he’s sworn in which would be sometime on Wednesday, January 20, 2021. Until then he’s not The President. Trump remains the president until the end of his presidential term which is the point in time where he or Biden become president. Until then Joe Biden is not president. It doesn’t seem to matter to ‘Ole Joe or bother him that he’s not the president until he’s sworn in because he taken to acting as though he is the president.
