FA writer William J. Burns supports Maris Yovanovitch, the U.S. diplomats should not carry out the foreign policy of the person elected to direct America’s foreign policy. Burns believes the president should do what the diplomats say should be done but that’s managing, not carrying out foreign policy which is the job diplomats are supposed to do. They do not accept that every four years America votes for a president and that different presidents have different objectives for U.S. foreign policy.
