Before the boy-President Barack Obama took charge of America’s Nuclear negotiations, President Clinton negotiated a treaty with Russia on the disposal of plutonium a material used in nuclear weapons. In October of 2016 Russian President Vladimir V. Putin withdrew from the treaty thereby making the world a more dangerous place. Obama did that. That’s a troubling signal that the countries’ cooperation in a range of nuclear areas is threatened.
The treaty on the disposal of plutonium, was concluded in 2000 as one of the framework disarmament deals of the early post-Cold War period. Obama mucked it up.
Putin decreed that Russia will withdraw from the original pact and subsequent amendments meaning Russia will no longer be treaty-bound to destroy its plutonium stockpiles. That means Russian plutonium could fall into the hands of terrorists.
