In their culture it would be irresponsible not to take advantage of anything. It’s not that they do not observe the Ten Commandments; the Ten Commandments are unknown in Somalia. The Somali based fraud in Minnesotta is not fraud in the traditional sense to them, nor is it fraud in the known moral sense because neither of those senses exist in Somalia.
