Tariff’s imposed by China on American goods cannot be offset by tariff’s on Chinese goods. the tariff’s in both cases make goods more expensive. In addition, China can, may and has imposed secret tariff’s and engaged in currency manipulation to try to offset the damage done by anti-Chinese tariff’s.
