No one can just come into a country without crossing a heavily guarded border. No one can cross a border without permission, usually called a visa. Visa’s are granted by the country into which a visitor or an immigrant want’s to visit. Refugees are a different matter. They are free to come into a country because they are fleeing from a place that’s oppressive, usually because of a change in government.
