Rosie is no longer “subject to the jurisdiction of The United States” which is a requirement of  citizenship.

In fact, naturalized citizens must take an oath to support America. She said she left America. She’s currently in Ireland torturing the locals so she is no longer “subject to the jurisdiction” of The United States.
