Not in every instance. One cannot yell “FIRE!” when there is no fire because a riot may ensue. In certain situations, one cannot advocate for a crime. In other circumstances, speech may cause action that is wrong. And “Freedom of Speech” applies to speech directed to ‘the government’ which is as vague as the restrictions against speech or verbal utterances.  Bottom line is speech can have consequences and those consequences may not be protected. In certain cases, speaking may have consequences that are deemed not protected so be careful of what you say. Words can cause consequences and no one can protect everyone all of the time. America is great because of our freedoms but freedom is not protection.
