It seems like it’s because he did illegal things in exchange for the money. Anyone can accept money unless they know it was taken by something illegal. You cannot accept money from a bank robbery. You can accept money for doing someone a favor unless the favor is illegal like robbing a bank. So Mayor Adams received “gifts” or something like gifts from some people in Turkey for helping Turkey get a building approved despite some problems with the building. Maybe he did, maybe he didn’t but it seems like he did because that’s what is in the indictment against him.
