Surveillance is illegal in America yet the government does it. The life of Judith Exner who had sexual relations with JFK and with several mobsters proves the government followed her, broke into her home on numerous occasions and harrassed her but she was never accused of a crime. She was never prosecuted so the government was completely off limits when they surveilled her. The idea of protecting people doesn’t give law enforcement the power to follow people and while the government no doubt would most likely get a warrant to follow someone, the story of Judith Exner shows how the power is abused over and over again.
