He should tell them to stop jumping in line and get to the back of the line. He should mug shot them and fingerprint them then send them back where they came from. Legal immigrants are always welcome. Illegal immigrants are not. Immigrants fleeing for political reasons are also welcome and there are proceedures for them to follow. They should follow them or leave.
