No.. Freedom of Association requires each individual to have the same amount of choices so freedom requires the races cannot be kept separate nor can they be forced to associate but and however they do segregate themselves. Economically people congregate amont those who are like themselves. It’s not a law. It’s not a law of nature either but and however that’s the way it works out most of the time.
