It does neither… The effect on crime that is the most significant is the criminal mind. What causes “The Criminal Mind?” The facts and the truth is/are: We Don’t Know! Low IQ doesn’t cause crime. Even though the prisons are full of low IQ people, there are many more low IQ people not in jail. Same for poverty… Most poor people aren’t in jail. How about race? Religion? National Origin? No, no and no.. Many researchers believe criminal behavior is the result of genetics, psycho~physiology, neurological function, and biochemistry… That doesn’t explain why or how most people aren’t criminals… My personal explanation is: The cause of criminality is largely unknown.. Rowdy children usually grow to become responsible adults. Most adults are not criminals. My personal recommendation on how to become a responsible adult is: to not commit crimes. How can you stop yourself from not being a criminal? I don’t know but you must stop yourself. No one can stop a criminal before they commit a crime because we simply don’t know how to tell if or when or how a criminal will commit a crime. The area of “Pre-Crime” is intellectual and we cannot know or see what someone is thinking. In addition: there is no such thing as a pre-crime. A crime becomes a crime immediately upon it’s existence, not before.
