What authority?
Government.
Governments exist to control people by force. Under all the rhetoric about government is the use of government to control people. To force them to act in certain ways and to forbid them to act in other ways.
Freedom, for example does not exist in war. Government has the right to deprive individuals of their freedom. there is no Right to speak, only the right to speak in certain ways about certain things.
