The Sunshine Law of PA requires that all meetings between public officials be advertised with an agenda three days prior to the meeting. The Water and Sewer Authority meet behind closed doors during a so-called Recess at the December 7th, 2011 meeting on a rainy Wednesday evening. Outside there was the rumble of thunder and in response to a Don George request for a recess the board went into a back room and emerged with some answers regarding DEP approval of the township 537 plan.
Was that a clear violation, a technical violation or a legitimate secret meeting because of some exception for a so-called Executive Session?
