Each year, the City of St. Louis Metropolitan Police Department releases an Annual Report to the Community. This report breaks down violent crime and the overall percentage of the racial group arrested for each offense.

In St Louis there are 139,865 white people. White people are 43.9% of the population. Whites commit 3,295 crimes. Assuming every person commits one crime that’s 2.4% of the white people who commit a crime.

There are 156,751 black people. Black people are 49.2% of the population. They commit 24,561 crimes. Assuming every person commits one crime that’s 15.7% of the black people who commit a crime.

The 24,561 Black criminals divided by the 3,295 white criminals gives 7.46 black criminals for every white criminal.

How should the police be assigned? One way is to assign the same number in every neighborhood. If the number of police is evenly assigned there will be 24,561/3,295 or 7.46 times more cops in the white neighborhoods then are needed and 7.46 times too few cops in the black neighborhoods.
