“The power companies are responding to increasing pressure to meet emerging emission-reduction goals. PA’s Public Utility Commission passed ACT 129 which ordered reductions in the use of electricity. ACT 129 is a 2008 Pennsylvania law. It orders state’s electric utilities with more than 100,000 customers to reduce electricity consumption by 3% and reduce peak demand for electricity by 4.5% by May 31, 2013.
