Article I, Section 8, Clause 11 of the United States Constitution, “Congress shall have the power to declare war”
Article II, Section 2, Clause I:”The President shall be Commander in Chief of the Army and Navy of the United States, and of the Militia of the several States, when called into the actual Service of the United States;”
From Article II, the President can command the military to fight a war. He cannot declare a war. From Article I, Congress can declare a war but it cannot commend the military.
Reading Rachel Maddow’s book: “Drift” she fails to make the distinctions then uses the lack of distinction to condemn Ronald Reagan and America. Maddow is against conservatives but she doesn’t need to misinterpret the constitution to make her ant-America points. The book is written at a rather simple level which is a surprise since she is a Rhodes Scholar and has a PhD. It reads like propaganda for Marxists. She abuses Ronald Reagan’s Alzheimer’s by making it the excuse he hid behind to mislead investigations.
